In any year in which the Rio Grande Compact Commission determines that there is an actual or hypothetical spill under the Compact the Annual Index Departure will be set to zero acre-feet and all Accrued Index Departures will be extinguished as described below in Section 5.2. Section 5: Accrued Index Departure 5.1 Definition and Calculation of the Accrued Index Departure
