In any year in which the RGCC determines that there is an actual or hypothetical spill under the Compact, the Accrued Index Departure at the beginning of that year, whether positive (accrued over-delivery) or negative (accrued under-delivery), will be extinguished. Additionally, as described in Section 4.4, the Annual Index Departure will also be set to zero for that year.
