If there is an Accrued Index Departure at the end of the ffth year following the entry of the Consent Decree, or if a Negative Trigger is reached pursuant to Paragraph II.D.2 of the Consent Decree in the first five years, the Accrued Index Departure (positive or negative), will be reduced by the amount of the Accrued Index Departure up to, but not to exceed, 20,000 acre-feet or until the accounting for the Accrued Index Departure refects zero acre-feet. 5.6 Allocation Transfers
