2. Pursuant to Article IV of the Compact and the unanimous Resolution of the Rio Grande Compact Commission adopted February 14-16, 1948, New Mexico is obligated to deliver Rio Grande water as measured at Elephant Butte Reservoir in amounts that are based on fows measured at the stream gaging station located at Otowi Bridge near San Ildefonso.
