However, river operations, hydrologic conditions, annual variations in the amount and location of water uses (including groundwater pumping) above the El Paso Gage, the distance between the release of Project water below Caballo Dam and the El Paso Gage and other factors may affect the Index Delivery. As a consequence, this Decree provides for departures from the Index Obligation, and “triggers” for water management responses.
