parture limit of 150,000/120,000 acre-feet in four (4) or more consecutive years, New Mexico shall provide 15,000 acre-feet of water in excess of its Index Obligation for each additional year over the three (3) years addressed in the above paragraph that it exceeds the Accrued Negative Departures limit. The 15,000 acre-feet in excess of Index Obligation amounts shall be provided during the year immediately following the violation of the Accrued Negative Departure limit.
