The 12th section of the act of 1793, has these words: “That when the master of any ship or vessel, ferry boats excepted, shall be changed,” &c< And the act which exempts licensed steam,bo¿ts from the provisions against alien interests, shows such sboats to be both objects of the been-sing act, and objects of that act, when employed exclusively within our bays and rivers.
