Though neither statute elaborates on what a plaintiff can get, both specify from whom they can get it. Neither statute, that is, defines “appropriate relief.” But both define “government” to mean, among other things, an “official” of the relevant sovereign and any “other person acting under color of ” the relevant sovereign’s law. §§2000cc–5(4)(A), 2000bb–2(1).
