We acknowledged that the term is “‘open-ended’” and “‘inherently context dependent.’” Id., at 49 (quoting Sossamon, 563 U. S., at 286). But given the who, the term had an obvious meaning: “In the context of suits against Government officials, damages have long been awarded as appropriate relief.” Tanzin, 592 U. S., at 49.
