The authority to spend money for the “general Welfare” naturally includes the power to determine the general welfare and to ensure that expenditures further it. See, e.g., Helvering v. Davis, 301 U. S. 619, 645 (1937). Thus, “Congress has broad power under the Spending Clause of the Constitution to set the terms on which it disburses federal funds.” Cummings, 596 U. S., at 216.
