More fundamentally, requiring actuaries to use assumptions based on stale data would result in an incoherent statutory scheme. Under petitioners' view, actuaries must value a plan's UVBs based on hard data as it stood on the measurement date while at the same time applying assumptions selected based on an older set of facts.
