The majority chastises Hawaii for seeming to argue that the meaning of the Second Amendment should change Stateto-State. Ante, at 205–207. But the majority misunderstands Hawaii's argument. The meaning of the Second Amendment does not vary by location. Its meaning remains fixed: The right to carry frearms onto private property is subject to consent.
