The majority chastises Hawaii for seeming to argue that the meaning of the Second Amendment should change State-to-State. Ante, at 16–19. But the majority misunderstands Hawaii’s argument. The meaning of the Second Amendment does not vary by location. Its meaning remains fixed: The right to carry firearms onto private property is subject to consent.
