The case was brought by residents of Chicago, a city, like Washington, D. C., with a high rate of violent crime. The lead plaintiff, Otis McDonald, was a man in his late seventies who lived in a dangerous neighborhood and had been subjected to violent threats from drug dealers. McDonald, 561 U. S., at 751. A city ordinance effectively barred McDonald and the other plaintiffs from possessing guns in their homes for self-defense, and they contended that the fundamental right recognized in Heller should apply throughout the country. 561 U.
