Our Fourteenth and Fifteenth Amendment jurisprudence delineates what constitutes “appropriate” legislation in the sense relevant here. See City of Boerne v. Flores, 521 U. S. 507, 518 (1997) (stating that Congress has “parallel power to enforce the provisions” of the Fourteenth and Fifteenth Amendments). In legislation enforcing these Amendments, “[t]here must be a congruence and proportionality between the injury to be prevented or remedied and the means adopted to that end.” Id., at 520.
