The FTCA serves a simple purpose: “ ‘to remove the sov- ereign immunity of the United States from suits in tort.’ ” Levin v. United States, 568 U. S. 503, 506 (2013).This “broad waiver” of immunity, Millbrook v. United States, 569 U. S. 50, 52 (2013), allows an individual harmed by a federal employee “acting within the scope of his office or employ- ment” to recover for “injury or loss of property, or personal injury or death caused by the” employee’s “negligent or wrongful act or omission,” 28 U.
