Congress has also enacted several exceptions preserving the United States’ immunity in some circumstances.See §2680 (listing 13 such exceptions).The exceptions “are de- signed to protect certain important governmental functions and prerogatives from disruption.”Molzof v. United States, 502 U. S. 301, 311 (1992).They thus “mark the ‘boundary between Congress’ willingness to impose tort lia- bility upon the United States and its desire to protect certain governmental activities from exposure to suit by private in- dividuals.’ ”Ibid.
