If Congress had incorporated § 2244(b)(2)(B)'s more stringent exception into § 2255(h), then § 2255(h)(1)'s more lenient exception would become a dead letter. Because “ `Congress presumably does not enact useless laws,' ” Garland v. Car- gill, 602 U. S. 406, 427 (2024), it makes no sense to read § 2255(h)'s cross-reference in this way.Read in context ›
