As a result, a three-judge panel never undertook the required process for evaluating—i. e., for granting or deny- ing—Bowe's authorization request. Put differently, because the panel dismissed Bowe's petition, there was no “grant or denial” of his “authorization” request that could be challenged in a petition for certiorari, as § 2244(b)(3)(E) requires.
