We begin with the text. Textual clues are critical because “Congress [i]s aware of the Blockburger rule and legislate[s] with it in mind.” Albernaz v. United States, 450 U. S. 333, 342 (1981). So Congress typically includes Blockburgersurmounting language when it wishes to authorize dual convictions for the same offense. See Brief for Petitioner 28, n. 3 (listing examples).
