The Act likewise defines trafficking broadly. A Cuban agency or instrumentality “traffics” in confiscated property if, among other things, it “knowingly and intentionally”: “sells, transfers, [or] distributes” the property; “purchases, leases, receives, [or] possesses” an interest in the property; “engages in a commercial activity using or otherwise benefiting from” the property; or “causes, directs, participates in, or profits from” such trafficking. §6023(13).Read in context ›
