In addition to the Helms-Burton Act’s explicit cause of action against Cuban agencies and instrumentalities, as well as the fact that applying the FSIA to suits under the Act would largely negate the express cause of action, the Act provides that suits under the Act fall within the general federal-question jurisdiction of 28 U.
