Section 6082(c)(1) of Title 22 states: “Except as provided in this subchapter,” Title 28’s provisions apply to suits under the Act “to the same extent as . . . any other action brought under section 1331 of title 28.” (emphasis added). In other words, a suit under the Helms-Burton Act is the same as “any other” federal-question suit under §1331. And §1331 allows civil actions to proceed in federal court whenever they arise “under the Constitution, laws, or treaties of the United States.”
