The Government entered an avgas refning contract with a predecessor of Chevron, the Texas Company.In its contract with the Government, Chevron agreed to work “day and night” to quadruple its avgas refning capacity at its Texas refnery. App. to Pet. for Cert. 150–151. It agreed that the Government could request that it buy avgas components, including crude oil, from other frms. And, it agreed that the Government could “at any time” purchase all of Chevron's excess avgas. Id., at 156.
