Both petitioners and the dissent note that when Congress empowered the Sentencing Commission to describe the grounds for compassionate release, it included only one express limitation: “Rehabilitation of the defendant alone shall not be considered an extraordinary and compelling reason.” 28 U. S. C. § 994(t). By ruling out just one reason, they argue, Congress impliedly authorized the district court to consider all other relevant information. Post, at 483–484.
