The Sentencing Reform Act does all those things. It instructs the Commission to issue guidance on the “appropriate use of” compassionate release. §994(a)(2)(C). It also directs the Commission to give meaning to statutory terms and fll up the details of the statutory scheme by “describ[ing] what should be considered extraordinary and compelling reasons for sentence reduction,” identifying “the criteria to be applied,” and providing “a list of specific examples.” § 994(t).
