In the early days of our Nation, two incidents involving foreign diplomats “caused substantial foreign-relations problems.” Jesner v. Arab Bank, PLC, 584 U. S. 241, 253 (2018). The French Minister Plenipotentiary complained to the Continental Congress and threatened to leave the country after the Secretary of the French Legation was assaulted in Philadelphia. See Kiobel v. Royal Dutch Petro leum Co., 569 U. S. 108, 120 (2013). And a New York constable caused an “international incident” a few years later when he entered the house of the Dutch Ambassador to arrest one of his servants. Jesner, 584 U.
