Applying state (or foreign) tort law in this case would substantially interfere with the Government's ability to wage war and, in particular, with its ability to implement its preferred security policies at Bagram Airfeld, which for many years had been regularly attacked by Taliban supporters. In February 2007, a suicide bombing on the base killed 23 and injured 20 more. A June 2009 rocket attack killed two soldiers and injured at least six others. In May 2010, insurgents wearing U. S. Army uniforms killed an American contractor and wounded nine servicemembers. A November 2013 rocket attack killed two civilian contractors, and a December 2015 suicide bombing killed six American servicemembers.
