In light of this history, military planners had strong reasons to worry about base security, but they also had in mind the United States' strategic objectives. 554 F. Bush laid out those aims as follows: “Our goal in Afghanistan is to help the people of that country to defeat the terrorists and establish a stable, moderate, and democratic state that respects the right of its citizens, governs its territory effectively, and is a reliable ally in this war against extremists and terrorists.” Later, as President Obama looked forward to the day when American troops could come home, he added that the United States supported “open[ing] the door to those Taliban who abandon violence and respect the human rights of their fellow citizens.”
