That began to change in 1996. On February 24 of that year, Cuban fghter jets shot down two unarmed American civilian airplanes over international waters. 61 Fed. Reg. 8843 (1996). In response, Congress promptly enacted the Cuban Liberty and Democratic Solidarity (LIBERTAD) Act of 1996, 22 U. S. C. § 6021 et seq. Among other things, the Act codified the longstanding embargo against Cuba and set conditions for the normalization of relations between the two countries. §§ 6032(h), 6061, 6064, 6067(d).
