First, the statute makes Congress’s intent to preclude judicial review clear. The canon of constitutional avoidance applies only if the statute is ambiguous. Coney Island Auto Parts Unlimited, Inc. v. Burton Tr. for Vista-Pro Automo tive, LLC, 607 U. S. 155, 161 (2026). Congress’s language— “no judicial review”—is not ambiguous. See ante, at 12–13. There is no indication in the text that reviewability may turn on the source of law for the underlying claim. It follows that constitutional avoidance has no role.Read in context ›
