Petitioner T. M. alleges that she has a medical condition that “‘causes changes in [her] mental status upon ingesting any amount of gluten’ and can result in ‘episodes of psychosis.’” 139 F. 4th 344, 347 (CA4 2025) (alteration in original). In March 2023, T. M. accidentally ingested gluten and was taken to the emergency room at Baltimore Washington Medical Center. After an administrative hearing before a Maryland administrative law judge (ALJ), and over her and her father’s objection, she was involuntarily committed to the facility, where she stayed for about three months. During her stay, T. M.’s treating psychiatrist and the medical center sought, and were granted by a clinic review panel, an order authorizing the facility forcibly to inject T. M. with antipsychotic medication. That order was later affirmed by an ALJ.
