Begin with how we got here. One strand of the story runs this way, and it starts in the academy. In the early 20th century, a group of scholars including Woodrow Wilson and James Landis came to the view that our “simple tripartite form of government” was “inadequa[te] . . . to deal with modern problems.” J.
