Even this Court described Wong Kim Ark in limited terms. It read Wong Kim Ark to apply to aliens with a “permanent domicil and residence in the United States.” Chin Bak Kan v. United States, 186 U. S. 193, 200 (1902) (internal quotation marks omitted). Wong Kim Ark, in its telling, covered children born to parents “permanently domiciled in the United States.” Kwock Jan Fat v. White, 253 U.
