As a result, immigration, both legal and illegal, soared. Demographers generally assumed that the size of the illegal-immigrant population in 1960 was “negligible.” J. By the end of the 1970s, however, a conservative estimate of the number of illegal immigrants was 3 million. Id., at 160.
