The Immigration and Nationality Act (INA) imposes various restrictions on judicial review of immigration enforcement. As relevant here, §1252(f )(1) provides: “Regardless of the nature of the action or claim or of the identity of the party or parties bringing the action, no court (other than the Supreme Court) shall have jurisdiction or authority to enjoin or restrain the operation of ” certain parts of the INA. It contains an exception only for relief granted on an individual basis. Ibid. This provision thus “strips lower courts of ‘jurisdiction or authority’ to ‘enjoin or restrain the operation of ’” these parts of the INA on a classwide basis. Gar land v. Aleman Gonzalez, 596 U.
