Abouammo was indicted in the Northern District of California (which includes San Francisco) for falsifying a record under 18 U. S. C. §1519. That statute makes it a crime to knowingly “falsif[y]” (or similarly, “alter[], destroy[], mutilate[]” and so forth) a “record [or] document” “with the intent to impede [or] obstruct” an ongoing or contemplated federal investigation. The indictment alleged that Abouammo had “creat[ed] and provid[ed] by email to the [FBI] a fabricated, false, and backdated invoice” with the requisite intent to obstruct.
