Abouammo moved to dismiss the §1519 charge for improper venue, contending that he could be tried only in the district encompassing Seattle (the Western District of Washington), where the alleged falsification of the invoice had occurred. The District Court denied the motion, finding venue also proper in the place where the FBI investigation had been located. A jury then convicted Abouammo of the §1519 charge.
