No party argues that either of these “only” two exceptions applies to this case. Kirby Forest Indus., 467 U. S., at 10, n. 14. It is not “too difficult to find” the “market value” of an ordinary suburban home; the County already did so in assessing the amount of the tax that the Pungs owed. Likewise, there is no injustice, let alone manifest injustice, in paying the Pungs in full for their home.
