The government exists to protect property; property does not exist to support the government. “[O]ne of the most certain tests of the character and value of the government” is “the fulness and sufficiency of the securities which surround the individual in the use and enjoyment of his property.” Monongahela Nav. Co. v. United States, 148 U. S. 312, 324 (1893). What Isabella County did to the Pungs was wrong, and, on my initial view, likely unconstitutional.
