Furthermore, there is minimal evidence that partisanship entered the calculus. The State's redistricting criteria omitted any mention of partisanship. 833 F. Supp. 3d, at 1255. Neither of the legislators who led the redistricting process testified that they drew the 2023 redistricting plan for partisan reasons. Ibid. Neither legislator gave any weight to partisan interests, despite being urged to do so by former Speaker of the House Kevin McCarthy. Ibid.
