First, Alabama intentionally chose to fout a preliminary injunction that this Court affirmed in Allen. Again, the District Court's preliminary injunction (affirmed by this Court) expressly ordered Alabama to draw a second district in which Black voters would have an opportunity to elect the candidate of their choice. See Singleton, 782 F. Supp. 3d, at 1125; supra, at 516. Yet the State staunchly refused to do so and instead did everything it could to make it impossible to draw such a district.
