Section 2(a) directs the Secretary of Homeland Security to compile lists of the U. S. citizens who reside in each State (Citizenship Lists), and send those lists to the States prior to any federal election. Section 2(b) directs the federal investigation and prosecution of state and local election officials who issue federal ballots to individuals not eligible to vote in federal elections. Section 3 mandates proposed rule- making requiring both that “all outbound ballot mail” sent by States and localities to voters “must be mailed” in envelopes with new federal markings and barcodes, and that the United States Postal Service (USPS) “shall not transmit mail-in or absentee ballots from any individual” voter unless a State has successfully managed to “enrol[l]” that voter with USPS such that the individual’s name appears on the appropriate list. Id., at 17126.
