Even assuming arguendo that the Executive suffers some harm due to the District Court’s injunction, the balance of the equities and the public’s interest strongly favor maintaining this injunction. Properly evaluating these stay factors requires comparing the real-world impact of granting a stay versus the practical consequences of denying one. See Barnes v. E-Systems, Inc.
