On March 31, 2026, the district court granted the Trust’s motion and issued a preliminary injunction. As later clarified, the injunction essentially permitted the government to continue work on the new below-ground military installation but enjoined any further construction above ground, except as “strictly necessary” to protect the White House, the President, and his staff.
