The only other instances of seizures are those during the periods of the first and second World Wars. In his eleven seizures of industrial facilities, President Wilson acted, or at least purported to act, under authority-granted by Congress. Thus his seizures cannot be adduced as interpretations by a President of his own powers in the absence of statute.
