Nevertheless, the preparations for both foreign and civil wars went on, the number of the squadrons of cavalry was augmented, and reinforcements for the legions were enlisted with equal zeal, recruits being collected all over the provinces. Also every class and profession was exposed to annoyances, being called upon to furnish arms, clothes, military engines, and even gold and silver and abundant stores of provisions, and various kinds of animals.
